Despite losing its tax free status a few years ago (now a whopping 4% tax) Andorra is still cheap for all of the above. All I'd say is for electrical items make sure you've done your homework and know the exact models you're comparing, as some of the smaller shops may have a lower model at the same price as a higher one and try it on with you. Also it's perfectly acceptable to bargain in the smaller shops, or in the big ones if you're buying more than one more expensive item then you can always ask for a discount - I bought two pairs of trainers the other day and got 10% off just for asking.
